HTC has released a pretty premium non-flagship smartphone, the HTC U23 Pro.

The new HTC U23 Pro is powered by a trusty Qualcomm Snapdragon 7 Gen 1 processor, with an option between 8GB or 12GB of RAM, and 256GB of expandable storage. It ships with the latest Android 13 operating system.
